I have been notified by the CDC that there is a new disease spreading that may result in dire consequences to the population if it is not promptly contained.  The CDC has rapidly created a new vaccination against this disease.  However, the caveat is the vaccination’s possible side effect of death.  As such, the CDC has recommended NOT vaccinating the entire population as it is unknown whether this side effect will occur or not.  But I am advising that action be promptly taken to require vaccination for 30% of the population.

I have derived this percentage to be vaccinated from data supplied to me and have outlined the data below:

By vaccinating only 30% of the population, only 30 million will die from the detrimental side effect of the vaccine and only 140 million will die from the disease itself, totaling 170 million deaths.  As you can see by the chart above, this plan will amount in the least amount of deaths for the population. Vaccinating any more or any less will result in more unwanted deaths.  If we do not vaccinate anyone due to the potential side effect, 200 million people will die.  If we vaccinate everyone, 200 million people will die.  We have the opportunity to save 30 million lives, and I recommend we take action now to ensure these lives are saved.

My questionare :

1- Are there any ethical or moral issues to consider here?

2- Why did you choose to vaccinate 30% of population knowing that it would cause harm to some individuals that will have a side effect resulting in death?

3- what do you suggeste for above a questions ?
